Clean Development? How Luxembourg is reducing its greenhouse gas emissions abroad
The present study focuses on climate policy in Luxembourg on the occasion of national and European elections in June 2009, but it also serves as a case study for how EU member states are tackling their objectives at the national level.
Review international, European and national policy and you will soon notice the fact that Luxembourg has a very particular kind of climate change policy: our country is on its way to achieving its reduction target entirely through the purchase of so-called emission rights. The Kyoto Protocol explicitly provides such loopholes - but it should not be possible for a country to slip through them completely. And almost all of us contribute, because the Kyoto Cent tax we pay when we fill up our fuel tanks, in turn fills the Kyoto Fund, from which these rights can be paid.
